    On September 26, Huang Runqiu, President of the fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) and Minister of the Ministry of Ecology and Environment, presided over the round table meeting on "Towards the road to success of COP15: jointly building a global community of life" in the form of video and delivered a speech.

    The meeting focused on ensuring COP15's success and achieving an ambitious and pragmatic and balanced "post-2020 global biodiversity framework" (hereinafter referred to as the "framework"), promoting stakeholders to contribute to the implementation of the "framework", and conducting dialogues and exchanges on issues such as thinking about post-2020 global biodiversity governance.

    Huang Runqiu pointed out that the Chinese government has always attached great importance to biodiversity conservation, adhered to the concept of harmonious coexistence between man and nature, coordinated efforts to promote biodiversity conservation and address climate change, and contributed China's solutions, wisdom and strength to addressing global biodiversity challenges. In the past ten years, China has continued to promote the overall green transformation of economic and social development, constantly strengthened the protection and restoration of ecosystems, effectively protected 90% of terrestrial ecosystem types and 74% of national key protected wild animal and plant populations, and become the main force of global "greening". As the Chair of COP15, China successfully held the first phase of COP15 in October 2021 in Kunming, Yunnan Province, and has spared no effort to play its leadership and coordination role, promote extensive exchanges, gather consensus among all parties, maintain the political momentum of biodiversity dialogue and exchange, and strive to create a new situation of global biodiversity conservation.

    Huang Runqiu stressed that at the just concluded general debate of the 77th United Nations General Assembly, leaders of all countries and the Secretary General of the United Nations Guterres made important speeches to inject impetus into global biodiversity governance. At present, the second phase of COP15 is less than three months away, and the formulation of the "Framework" has entered a critical period for coordinating all parties to carry out consultations at all levels and promote consensus. It is hoped that all parties, from a global perspective, through extensive consultations, will seek the greatest common denominator, develop a "framework" that all parties can understand, adopt and implement, work together to mobilize resources, bridge differences, and work together to firmly promote the global biodiversity conservation process, build a community of life on the earth, and promote the realization of the beautiful vision of harmonious coexistence between man and nature.

    Anderson, Under Secretary General of the United Nations and Executive Director of the United Nations Environment Programme, Xu Haoliang, Assistant Secretary General of the United Nations and Assistant Administrator of the United Nations Development Programme, Murema, Executive Secretary of the Secretariat of the United Nations Convention on Biological Diversity, Lessi, Head of Climate Action and Environment in Latin America of the Organization for Economic Cooperation and Development, and Special Envoy for Climate Issues of the United Nations, from Canada, the European Union, France, Gabon, New Zealand, Norway, Germany Twelve ministerial level representatives from Japan, the United Kingdom, Brazil, Colombia and the Czech Republic, as well as some members of the China International Cooperation Committee on Environment and Development and high-level representatives of relevant international organizations attended the meeting and made online or pre recorded video speeches.

    Representatives of all parties believed that in the face of global challenges such as the loss of global biodiversity, the international community should maintain a sense of urgency and actively seek coping strategies and solutions. To achieve high ambitious goals, we must have strong guarantees in terms of capital, technology and capacity building, balance the relationship between protection and sustainable use, and obtain the broad participation of governments, enterprises, the public and other stakeholders. It is expected that the second phase of COP15 will adopt a comprehensive, balanced, strong and enforceable "framework" to reverse the loss of global biodiversity, maintain global ecology, biosafety and sustainable development, jointly build global ecological civilization, and strive to make COP15 a successful and landmark Conference of the Parties.
